The five U.S. cities with the riskiest drivers are all located in the Northeast, according to Allstate’s 2025 America’s Best Drivers Report.
The insurer listed Boston as the city where drivers were most likely to experience a collision, followed by Washington, D.C., and Baltimore. Two more Massachusetts cities, Worcester and Springfield, rounded out the top five.
For the report, Allstate examined company auto claims data to determine the likelihood drivers in America’s 200 most populous cities will experience a vehicle collision compared to the national average. According to the insurer’s claims data, the average driver in the U.S. will experience a collision about once every ten and a half years.
That number drops to once every 3.07 years for Boston drivers and once every 3.87 years for drivers in the District of Columbia. Baltimore drivers experience collisions every 4.17 years, on average, and the average years between collisions for Worcester and Springfield residents is 4.26 and 4.57 years, respectively.
Three California cities—Glendale, Los Angeles and Oakland—ranked immediately behind the top five riskiest cities. Providence, Rhode Island, and Philadelphia ranked nine and ten.
For this year’s report, Allstate researchers analyzed property and collision damage claims reported between January 2022 and December 2023. The report defines a collision as any auto crash resulting in a property or collision damage claim and uses U.S. Census Bureau data to determine America’s 200 largest cities.

Allstate’s auto policies account for approximately 10% of all U.S. auto policies.
The company reports that while the average city has seen a modest decline in collisions since 2015, the gap between the safest and riskiest cities is widening. Several among the 50 most collision-prone cities have seen more than a 25% increase in crash rates since 2015, underscoring a growing divide in road safety, Allstate reported.
Brownsville, Texas, a county seat that sits on the western Gulf Coast with a population of just under 200,000, was ranked as the U.S. city where drivers were least likely to experience a collision. Boise, Idaho, ranked second safest, followed by Fort Collins, Colorado; Cary, North Carolina; and Laredo, Texas.
