A Bettendorf, Iowa insurance public adjuster has been charged with forgery and identity theft, the Iowa Insurance Division (IID) announced.
Dennis Flaherty, age 74, of Moline, Illinois, was charged with one count of Forgery (Class D felony) and three counts of Identity Theft (Class C felonies) following an investigation by the IID’s fraud bureau.
The charges against Flaherty originate from an investigation that started in August 2024, the IID said in a news release.
According to the criminal complaints filed by the division’s fraud bureau, Flaherty allegedly forged the signatures of his clients and their financial institutions on insurance proceeds checks without their knowledge or consent, then deposited them into his business’s bank account.
Flaherty was booked into the Scott County Jail on July 2, 2025 and was released after posting a $35,000 bond.
Flaherty has been the subject of enforcement action going back more than a decade. The IID issued a cease and desist order against Flaherty in September 2010 for operating as a public adjuster without a license. Flaherty agreed to a $3,250 fine and had his license reinstated in 2011.
